FEMA Public Assistance Project Management
FEMA defines the Sub-Grantee's responsibility, "The sub grantee (applicant) is accountable to the grantee for the use of the funds provided by FEMA.", and "Sub grantees should provide documentation and personnel to work with FEMA and the State in the damage assessment and project application processes. In order to be reimbursed for all eligible disaster recovery costs, sub grantees must identify all damages to the State and FEMA."

The Sub-Grantee is responsible for applying for the Public Assistance Grants (Project Worksheets) by identifying eligible damages, developing a clearly defined scope of work, and providing cost estimates. This information must then be grouped by the Sub-Grantee in a manner that allows for effective reimbursement tracking during the contracting phase of the recovery. The Sub-Grantee must properly procure eligible recovery work in accordance with 44 CFR 13. It is the Sub-Grantee's responsibility to monitor all Grant related work to ensure it meets FEMA Environmental and Historical guidelines as well as strictly differentiate between "Eligible" and "Non-Eligible" work. All related invoicing and backup documentation as well as all procurement and contract information must be submitted by the Sub-Grantee to the Grantee when requesting reimbursements and stored by the Sub-Grantee for auditing purposes.
